14th and 5th Amendments if you believe that the unborn are entitled to rights.
I would think the words - "All persons born or naturalized" would exclude the unborn from protection under the 14th and the fifth only applies to rights in state actions like criminal prosecutions.
Don't think this law has any basis under the Constitution. It will require an amendment.
