When Israel individuals free lance doing that sort of thing, they are arrested and tried if caught. And their families don't receive subsidies.

Another thing that you are missing is that the Palestinians have the power to effect a peace deal that insures their survival, and Israel doesn't. Israel tried and was spurned. The solution to this matter will be a unilateral one. The PA has seen to that. They have left no alternative. No sane Israeli would believe that the PA and the Palestinians will hew to any peace deal anyway.
