There's just this tiny little possibility that it was a Lie, even though he VOWED to us.

If he had John Ashcroft investigate and they agreed all of the E.O.'s were Good For Us, well, that sure makes US foolish for doubting Clinton, doesn't it?

So sinkspur, which do you think it is; Did he not review the E.O.'s in the 9 months prior to the catch-all excuse, and therefore lied to us? Or did he review them and agreed with them enough that he didn't choose to rescind all of them, or any of them?
