Long standing Canadian policy is against the acceptance of foreign honours without the specific consent of the Government of Canada.
This policy was originally addressed to the acceptance of knighthoods and peerages, but has also caused problems such as this one.
It was years before the soldiers of the 2nd Princess Patricia's Canadian Light Infantry were able to wear their US Presidential Unit Citation ribbons earned ad Kap'yong in April 1951.
Unfortunately, our politicians do not do justice to our soldiers.
Canadian Liberals seem to think that there is something disreputable about being a soldier.
In spite of this, in the old words, the soldiers have "made their names to shine".

During the next four days of fighting, the Newfoundland corporal set what is believed to be a record for a long-distance shot under combat conditions, hitting an enemy gunman at a distance of 2,430 metres. Wow. No comment, just...wow. Just over a mile and a half, while under fire.

Canadian snipers pose with their 50- calibre rifle at base camp in Kandahar. Five of the men, whose names the military withheld for security reasons, were nominated for Bronze Stars by the U.S. for their prowess in fighting near Gardez. The sixth joined the unit later in the war.

There was a law someothing like that which was on the books, but everyone, including the PM ignored it untill Conrad Black (a dual Canadian/UK citizen) was offered peerage in the UK. Because Mr. Black was the founder of the thorn-in-the-liberals-side National Post, and because the PM is a petty childish idiot, he (ab)used his powers to stop it, even though since C.B. was a dual citizen that law didn't really apply to him.
Now they have to oppose these Bronze Stars to maintain the farce that what they did before was right.

We don't suppose it's because they were snipers? < sarcasm > The stupidity of the media is off the scale every time they write about something that goes "boom".

The "law" you are refering had/has to do with giving of hereditary titles, not metals. We've had lots of "Sirs" and even more foreign awarded metals.
