When J. Edgar Hoover died Nixon appointed L. Patrick Gray as acting FBI Director. Shortly after the Watergate scandal broke. When Gray was fingered for destroying evidence in the Watergate coverup, he withdrew his name for Senate confirmation and resigned.

Nixon then appointed Ruckelshaus as Acting Director. He served from April 27, 1973 until July 9, 1973 when Clarence Kelley was confirmed by the Senate as the new director.

Kelley was Chief of Police of Kansas City at the time but prior to that had spent 21 years as an FBI agent.
