What the heck was the name of the mysterious, highly placed Poster that was predicting that Clintigula was going to find some excuse (and maybe even might create the situation himself) so as to declare a national emergency and keep himself in power?

I seem to remember what you're referring to, but I'm drawing a blank. A former Clinton Arkansas associate turned author or speaker regularly predicted the same, but his name escapes me right now as well.
