Daschle proposes another bill allowing illegal immigrants to get visas

Senate Democrats are trying again to allow certain illegal immigrants to apply for residency without leaving the United States.

A Democrat stopped a similar bill in March.

Majority Leader Tom Daschle, D-S.D., said Thursday the legislation would send a message that "Democrats are for family reunification."

"Overwhelmingly, these are law-abiding citizens who have good jobs, and in many cases pay a lot of taxes," Daschle said. In addition, he said, 85 percent of those who would qualify have children who are U.S. citizens.

The legislation would allow illegal immigrants who were in the country on Dec. 21, 2000, to apply for residency visas through April 30, 2003. Under current law, anyone caught entering or remaining in the country illegally is subject to deportation and barred from re-entry to the United States for up to 10 years.

Immigrants who apply would remain subject to deportation until granted a visa. The wait for a visa can take many years.

Immigrants who have a spouse or close relative who is a U.S. citizen or permanent resident would qualify. Also eligible are working immigrants, whose employers are willing to sponsor them.

Similar legislation was removed from the Senate version of another bill that reinforced border security amid protests from Sen. Robert Byrd, D-W.Va. Byrd said the measure encouraged illegal immigration and created security risks. Byrd's office would not comment Thursday on Daschle's proposal.

The House approved a similar bill that set a November deadline for applications. It limited eligibility to immigrants who were married or whose employer had applied for them by Aug. 15, 2001. Many pro-immigrant groups and Democrats disliked the limitations, but President Bush had backed the measure.

House Minority Leader Dick Gephardt, D-Mo., praised the Daschle proposal. It "will give the president and congressional Republicans a new opportunity to show that their commitment to immigrant communities extends beyond rhetoric and infomercials," Gephardt said.

A spokesman for Rep. James Sensenbrenner said Daschle's proposal would expand eligibility beyond what was intended in legislation Sensenbrenner, R-Wis., sponsored and many Republicans supported.

WHAT HAPPENS TOMORROW (Thurs) ================== The White House knows these amnesties are incredibly unpopular. Hence this latest attempt to attach the Section 245(i) amnesty to something that almost never gets voted down on the floor -- a supplemental spending bill.

About the only way to defeat something like this is in committee.

Our chief person on Capitol Hill was just this evening tipped off to the latest White House sneak attack to force an amnesty. A supplemental spending bill is ready to be "marked up" in the House Appropriations Committee as early as Thursday morning. The White House has managed to get the amnesty added to that.

We believe one of our allies on the committee will move to strip the amnesty and demand a roll call vote. You want to make sure that any member from your state knows how you want him/her to vote and that citizens are watching.

We have some hope that other business will delay the supplemental markup until Thursday afternoon or even later. We'll keep you informed. If you find the fax on the Action Buffet, that means the issue is still live.

You all can have a tremendous power as evidenced by our keeping this amnesty out of law 17 months after Pres. Bush started promoting it. Jim Robb, our tech director, just ran numbers this morning that were very gratifying. As of today, we now have nearly twice as many people registered on NumbersUSA to send faxes as we did on Jan. 1 of this year!

The 60,000 faxes processed by NumbersUSA into Congress in March had a powerful effect on delaying the amnesty then.

WHAT IS AT STAKE ================= Re-instating Section 245(i) for four months -- as the White House has attempted repeatedly for 17 months -- would allow approximately a half-million illegal aliens to apply for a green card and (because of current INS policies) remain in the United States for the years until they are eligible to receive the green card. Not only would this add 500,000 people to the permanent U.S. population, but history shows that it would entice millions more illegal aliens to move to the U.S. The ramifications are clear for urban sprawl, congestion, overcrowded schools, loss of environmental resources and wage depression for America's poorest workers. ================================ MORE BACKGROUND ================================ Although the President has had some success in getting this amnesty through the House in the past, it has always been in a special form or by a narrow margin that has made it difficult to pass in the Senate. The White House pulled such a sneaky in March by attaching the amnesty to the very good visa-tracking bill. It passed by one vote after a furious effort on the part of all of you in opposing it. That close call emboldened some new allies in the Senate to threaten a filibuster if the same stunt were tried in the Senate. That worked; the visa tracking bill passed without an amnesty. Just today the visa-tracking bill went to the President for his signature -- without any amnesty! --------------------------------------------------------------------------------

Daschle is lieing about illegals paying a lot of taxes. I don't have time (got to make calls)to list all the ways they drain tax dollars but believe me they do. What Dashole wants is amnesty for votes.

You would think Juanterm would have the cojones to put this stuff through in the light of day, instead of backdooring it like this. Come to think of it, shouldn't abolishing the United States require a constitutional amendment?

HALF TRUTH: Illegal aliens pay taxes that benefit the economy.

TRUTH: Most illegal aliens do not receive a typical paycheck with tax deductions -- they are paid in cash and do not pay taxes. Even when they do pay taxes (only possible if they use fraudulent social security numbers or government assigned ID tax numbers), their meager income is not enough to pay for medical expenses and all the expenses for all the children they give birth to. You don't have to look at statistics -- just visit the maternal ward at the L.A. county hospital. There, illegal immigrant women are having thousands of children per year free of charge and can't afford them once they give birth, and that doesn't stop them from having even more children -- most learn how to work the system so that they receive cash assistance and food stamps.

A basic principle in economics is this: The more people that assimilate into the system the better -- if it creates a larger tax base. But here in California it hasn't. For example, the feds had to bail out the L.A. County hospital system several years ago and the county hospitals are now again headed for another crisis. The evidence shows that the net results are that illegal immigrants cost the taxpayer significantly more than they pay in taxes.

The cost of immigration to the American taxpayer in 1997 was a NET (after subtracting taxes immigrants pay) $70 BILLION a year,[Professor Donald Huddle, Rice University].

The lifetime fiscal impact (taxes paid minus services used) for the average adult Mexican immigrant is a NEGATIVE $55,200, [Center for Immigration Studies, 2001].

This is incorrect. The last time 245(i) was extended, over 60% of those eligible did not have any family members in the US. They were sponsored by an employer, under the labor certificate part of 245(I).

Approximately 30% of the last group were married to US citizens, and half of those got married during the filling period.

Approximately 10% filled because of children in the US.
