No... The report has been contested from the moment it had appeared. Some commentators said that
1) maybe there were no proof that orders for the slaughter came from Serb political leaders in Belgrade - but there were also no proof that they DIDN'T come from Belgrade (go figure...)
2) the investigators found no proof only because they couldn't have access to the archives in Belgrade
etc. etc.
I'm afraid that this report doesn't mean a thing, as we can see (not only from the article I posted here). I think that it will be simply disregarded, as were other reports that didn't confirm the "correct" picture.
