Can I go to a bank, make up a bank account number and have access to the funds in that account? No.
This SSN loophole exists only because there are forces which want this easy loophole to be available to illegals.
That seals the case right there. Something needs to be done esp since we are facing other attacks just as bad as 9-11. And what's the govt's response to this emergency?
>SSA wants to fix the problem, but it will take six months or more to coordinate efforts with the Immigration and Naturalization Service, which is going through its own overhaul.
That's 6 more months ON TOP of the 9 months since Sept. It seems like someone doesn't get it. And what are they trying to do? Land a man on the moon? No. They are simply trying to institute basic validty checks that every bank and payroll system already uses.
#1 and #2 are cases of identity theft. But can someone explain how in the heck is #3 and #4 even possible, unless it was done so BY DESIGN?
They don't pay taxes. They max out their deductions on their W-4s and no taxes are withheld.
It surpasseth my understanding, why we ever let involvement in this or any other Federal program be a determinant for employability at a local level. Certainly an employer confronted with a prospective worker, speaking broken English, ought to demand some documentation that the worker is here legally, and the Federal Government does "police" the borders--in its characteristically "efficient" fashion. But only someone looking for an excuse to hire, would accept a Social Security card as evidence of anything other than the fact that someone applied for one or stole one.
I do have a recommendation. It is this. We repeal all laws that forbid consideration of National Origin in employment, and encourage employers to hire those closest to home for most jobs--the people they know, or who can produce some sort of reference from those they know. But I realize that comes too close to common sense to be accepted in today's world of the politics of the 30 second sound bite.

According to a regional INS source, INS during sporadic checks of employer-furnished ID documents of new hires tells the employers that the numbers don't match the name of the employee and that he must be fired - but the same INS source concedes that the illegal then just either gets rehired at the same place under a different name (and SSN) or elsewhere in the vicinity.
