What would he have taken with the keys that would later prove useless and cause his to ditch the keys? I think the lack of keys is important. Keys are heavy and not apt to blow away. Rather hard to chew and swallow so doubtful any animal ate them. I would think the police would have used a metal detector since they were looking for jewelry anyway. So, WHERE ARE the keys??
I also think its possible that the police might know or have more than what they are saying to perhaps set a trap.
