The thing that doesn't make sense about this is that discrimination on the basis of sexual orientation isn't forbidden under any federal civil rights laws. I need to go on the ACLU web site and figure this out.

No, it's all about ideology with these people. Or maybe it is much simpler. I think it is not an ideology but plain lust. Homosexual activists (including the ones in ACLU) want desperately to get access to the boys. They want to abuse them sexually.
