Released Records Of Missing Florida Girl Reveal Much About Foster Parent!

The St. Petersburg Times on Friday sought and received a written summary of the case the department prepared for police to use in their ongoing criminal investigation. The newspaper also received information about food stamps and other payments that went to Geralyn Graham, who says she is Rilya's grandmother and says someone claiming to be a DCF worker took the girl more than a year ago.

The records show that Graham indicated Rilya was living with her and collected government money even after she says the girl disappeared. For example:

DCF workers who handle public assistance -- in a different branch of the department than the child welfare staff -- spoke to Graham in March 2001 and "she reported living with her two granddaughters."

That's inconsistent with what she told authorities after Rilya was missing. She told authorities that a DCF caseworker had taken the girl in January 2001.

In December, 11 months after the purported disappearance, Graham "reported that her two granddaughters live with her and that she had legal custody of the children."

In March of this year, according to the document, Graham "was interviewed for recertification of her food stamps. She reported living with three grandchildren."

Auslander said that when an adoption caseworker finally told Graham she wanted to meet with the two girls she understood to be in her care, Rilya and her sister Rodericka, Graham did not volunteer that Rilya did not live with her.

There have been other questions raised about Graham's past.

This month, a court records check by the Miami Herald showed that Graham had used 20 different names in 20 years, was diagnosed with a "psychotic syndrome," spent time in a Tennessee prison for food stamp fraud and served five years probation for grand theft in Miami-Dade County.

She either killed the kid or sold her. But whatever happend to the kid, it doesn't negate the fact that the caseworker didn't do her job.

But whatever happend to the kid, it doesn't negate the fact that the caseworker didn't do her job.

And that the grandmother was not a good choice to be placed in charge of three grandchildren. But, this shouldn't be about blame...it should be about the children who are victims of parents who didn't take responsibility, then of a system that neglected their well being.

I hope Florida is scrutinizing foster child records and making sure all children are in safe environments.

I'm assuming this was a county run social services department. You're right about the grandmother. Again, the department didn't do their job on background checking the grandmother. The kid never should have been placed with her to begin with. Are these people unionized? CSEA or some other union? These people are almost as bad as the NEA when it comes to getting rid of incompetents. I'm wondering if there aren't any rules against second jobs for these people. Some government agencies disallow 2nd jobs, or at least require permission to hold down a 2nd job. I know my department does, but I work in the uniformed staff. Did this woman even bother to get permission if it was required? Does anybody know what the work status on this caseworker is? Has she been suspended without pay? More than likely, because she's a civilian, she's on administrative leave, or leave with pay while the investigation goes on. Sad state of affairs to say the least. All could have been avoided if folks had bothered to do the job they were being paid to do. I hope she goes to the grave after having to carry years of guilt over what happened to this innocent child who had been under her supevision.

Re your post #2 -- I also read a recent news article about how this investigation to find this missing girl has now expanded to include: BERMUDA or some place like that, as the case worker (or someone involved with this matter) is from that area, and I think had lied about it. I'll try to find the article and link it here on this thread.
