SOVIET ANALYST - Page 2

THE PALESTINIAN-ANC DIMENSION

The Palestinians, who quickly organised the second main magnetic pole for apprentice terrorists after Cuba, began sending their own contingents to Havana in 1966, and Cuban instructors began teaching the Middle East fedayeen camps from the early 1970s onwards. Between 1968 when the Soviet-sponsored international terrorism onslaught began in earnest and 1980, the annual number of terrorist incidents throughout the world rose from 142 to 760. Jacques Soustelle, a leader of the Resistance in France, a statesman and a scholar, told the Jonathan Institute's seminar in 1979 that "the most accurate description of terrorism is: to kill innocent people as blatantly, as spectacularly as possible, in order to intimidate other people, to undermine democratic states, and to provoke a collapse of law and order." Jack Kemp, the Republican Representative from New York, told the same 1979 seminar that he was "pleased to see an emerging consensus as to the ultimate source of international terrorist support in an overwhelming number of cases: the Soviet Union."[36] All concerned could clearly then see that the Soviet Bolsheviks were the primary instigators. But now that these Bolsheviks have suddenly "vanished" by magic, how can this proposition still remain true? That is the essence of the West's problem: it believes the lie of Communism's "collapse," despite colossal and overwhelming evidence to the contrary; and it clings to this lie in the face of such evidence, because too many career analysts, policymakers and members of the intelligence communities have fallen for the lie, and are fearful for their career prospects if they were seriously to contradict the (erroneous) official line that the Soviet Union and Communism fell apart; so that there cannot be any question of Soviet sponsorship, which would be a contradiction in terms. Nothing that "the American response...has so far failed to address the fact of Soviet participation in the support of international terrorist activities," the Congressman noted that, by 1979, 3,000 terrorist incidents had taken place since 1970, with 25% of the 5,000 wounded and 2,000 killed being Americans.

The huge upsurge in global terror which occurred after the first generation of Havana terrorist training camp "graduates" was unleashed upon the world from 1968 onwards, coincided, as noted earlier, with the growth and emergence of the Palestine Liberation Organisation (PLO), and with the international standing it procured by virtue of its terrorist operations. From the late 1960s onwards, the PLO distributed Soviet weaponry, provided terrorism training bases and afforded safe haven in Arab countries to German, Italian, Turkish, Dutch, French, Greek, Spanish, Irish, Argentinian, Brazilian, Chilean, Salvadoran, Uruguayan, Philipino, Thai, Iranian and Japanese terror groups. Indeed, it was largely due to the PLO that terrorists around the globe were supplied with weaponry manufactured in the Soviet Bloc. Such weapons were used, for instance, in the kidnappings of Hans-Martin Schleyer in Germany and of Aldo Moro in Italy, in the IRA's rocket attack on Belfast Airport and in connection with the murder of a US military attache, Charles Ray, in Paris.

On several occasions, large shipments of Soviet arms sent to foreign terrorists by the PLO, or by one of its sponsoring states, have been intercepted en route. As early as 1972, for instance, a large load of Soviet and Eastern Bloc weaponry sent by Fatah to the IRA was seized in Antwerp. In 1973, a five-ton shipment of Soviet and East German weapons sent from Libya to the IRA was captured in Ireland. In 1977, a load of Soviet weapons from the PLO in Lebanon, consisting of assault rifles, sub-machine funs, rocket-launchers, hand-grenades and explosives, was seized, again at Antwerp; and in 1979, a similar cache of Soviet-manufactured weaponry was captured in Athens.

From the late 1960s onwards, moreover, the PLO maintained contact with so-called neo-Nazi and other supposedly extreme right-wing groups which in reality serve the Leninist World Revolution from behind their false "right-wing" political label, especially by means of training, arms smuggling and distributing propaganda, using as a basis for cooperation, their common hatred of Jews and Israel. Even an overt Marxist-Leninist faction like Habash's PFLP maintains open ties with supposedly "neo-Nazi" elements. Concerned that exposure of its overt cooperation with supposedly "rightist" (but in fact penetrated) elements might damage its image and standing in "progressive" circles around the world, the PLO takes care to conceal such ties, often denying their existence. However the PLO routinely exploits all options promising support of its aims - inflicting maximal and eventual total destruction upon Israel, and the establishment of a Palestinian state on "former" Israeli territory. This state will of course be a Soviet satellite - installed in the heart of the Middle East.

On 16th October 2001, the true nature of the Palestine Liberation Organisation was yet again displayed before the whole world. Just hours after Yasser Arafat had seized the opportunity offered by the naive, wide-eyed Fabian Prime Minister Tony Blair, to visit Downing Street amid maximum global publicity - where he warmly embraced the Prime Minister's by now open demand for the "establishment of a viable (meaning, "with more land") Palestinian state," an objective of Soviet strategy - one of the PLO's controlled but, for public consumption, "free-standing" splinter factions, Ahmad Jibril's Syrian-sponsored Popular Front for the Liberation of Palestine (PFLP), led by George Habash, assassinated a prominent Israeli politician, Rehavam Ze'evi, and at once claimed responsibility for this atrocity (whereas no-one, most interestingly, has ever claimed responsibility for the twin towers attack). The immediate Western response to this dialectical play (Arafat seeking peace in London, the controlled PFLP waging war by terror in Israel) was the expected and intended exertion of immense pressure on the Israeli Prime Minister, Ariel Sharon, not to concede to the wishes of the terrorists for any imminent peace initiative concerning the Palestinian issue, to be aborted. The assassination ratcheted up the pressure on the Israelis, with the intention of procuring either a violent Israeli response, or an overwhelming exertion of pressure on the Israeli Government to concede more of the PLO's agenda.

It appears that Mr. Blair and his advisers have no clue about the practical use fo the dialectical method by terrorist organisations (supported by the covert Soviets), of which the PLO is one of the most prominent. The British Prime Minister's headline-grabbing gesture, which gained him the global camera coverage he routinely craves, meant that he was just the latest British Prime Minister to fall foul of Yasser Arafat's deft use of the dialectical method to ratchet up his settlement terms. No doubt the British Foreign Office failed to place before the Primer Minister a copy of a briefing issued by the Information Department of the Israeli Embassy in London, on 4th February 1990, which could have reminded Mr. Blair how foolish it would be for him to emulate his predecessor, Mrs. Thatcher, who was taken in by Mr. Arafat just as she was duped by Mikhail Gorbachev. The memorandum contained, inter alia, the following:

"In the past twelve months a number of Western Governments (including Britain and the United States) who vigorously oppose all terrorism - including Palestinian terrorism - have agreed to conduct political dialogue with the PLO on the basis of PLO Chairman, Yasser Arafat's statement on 15th December 1988 in Geneva renouncing terrorism...The then US Secretary of State emphasised: 'We will...be watching closely the PLO's performance of the obligations it has undertaken as a result of its renunciation of terrorism.' The British Government has also clearly linked its changing attitude to talks with the PLO on the PLO's renunciation of terror. Prime Minister Margaret Thatcher stated in December 1988 that 'I believe that Mr. Arafat's latest statement justifies our insistence since 1985 on three conditions being met before the PLO could enter into negotiations...and thirdly, that it unconditionally renounced violence and terrorism. It seems that all three have been met.'"

The Israeli Embassy's memorandum continued:

"As recently as 11th December 1989, the Minister of State in the Foreign and Commonwealth Office, William Waldegrave, said after a speech by Hanni Al Hassan, Chief Adviser of Yasser Arafat, that: 'The whole of this meeting is against the background of the PLO's renunciation of the methods of terror, and it is on this basis of course that Her Majesty's Government has opened relations which are close and constructive with the PLO leadership.'"

These British official statements were based, as usual, upon nothing more than naive wishful-thinking. Terrorist atrocities against both Israelis and Palestinians, committed by PLO assets, continued. In response to an Israeli official report prepared by Mr. Yigal Carmon listing PLO-instigated atrocities since the PLO's "renunciation of terrorism" in Geneva, the findings of which were shared with the British Government and the media, The Daily Telegraph reported on 1st February 1990 that the PLO Representative in London, Mr. Faisal Ouweidah, had responded as follows, after the newspaper had asked how the findings of the report squared with the PLO's so-called "renunciation:" 'We never said that we would cease operations against Israel. But we have given strict instructions to cut down the number of attacks against Israel and those that take place are against military targets.' These however included hospitals and synagogues.

Just as the Thatcher Government succumbed to the overtures of the PLO, built upon its false renunciation of terrorism in Geneva, so did its successor, led by John Mauor, obtusely deny any link between the IRA and the ANC, with its close links to the PLO. In one letter to John Biffen MP, a now retired Conservative member who was at one stage a Foreign Office Minister, the Home secretary of the day wrote in March 1992 that allegations by a knowledgeable researcher, vased on information supplied in part by Andrew Hunter MP, that there was ample evidence of connections between the IRA and the ANC, were inaccurate. "The facts of the matter are that the Government has no evidence to show that the ANC has given support to the IRA, and while a number of allegations have been made in the past about such links, these have not been substantiated."

However a dossier shown to your correspondent by Mr. Hunter about these links fully substantiated them; and it is known to have been made available to MI5. In a separate letter to the late Commander Michael Blake RN, a knowledgeable terrorism expert, the Home Office likewise wrote on 30th April 1992: "The facts of the matter are that the Government has no evidence to show that the ANC has given support to the IRA, and while a number of allegations have been made in the past about such links, these have not been substantiated." This, then, was the official line of the Major Government - whose chief Downing Street Press Officer, Christopher Meyer, now the British Ambassador to Washington, took particular pride in the facsimile of what he called his "favourite newspaper," Pravda, hanging on his office wall.

AN EXPONENTIAL EXPLOSION OF TERROR CADRES

"The third pole closing the triangle [of 'tricontinental' terrorism proliferation] was Soviet Russia itself, arming and training Palestinians on its own territory and turning out other professional terrorists by the thousands - European, South and North American, African, Asian - inside Russia or in the satellite states of Czechoslovakia, East Germany, Hungary, Bulgaria, North Korea, South Yemen."[37] Several "terror generations" later, there has been an exponential growth of terrorism cadres, as new instructors have emerged from successive layers of training camps. The CIA - which evidently still refuses to countenance any Soviet connection, treating the innumerable terrorism groups as "stand-alone phenomena even though their personnel are all armed mainly with Soviet-built weaponry, hate the United States with an irrational but uniform, regimented hatred as taught at terror school, and to the extent that they entertain any political ideas at all, advocate Marxist solutions to all problems - estimates that up to 70,000 militants from 55 countries, including Britain, have trained in Afghanistan in recent years, and that Al-Queda runs at least 23 terrorism camps in Afghanistan."[38] Chechnya, where the Russians have been playing wargames for almost a decade, supervised by the Russian military from the huge military base at Mozdok, Ingushetia, has also been developed as a location for terrorism training facilities, at which "students" are taught directly by Kazakh intelligence officers.

Among the more notorious Soviet- and surrogate-spawned terrorism organisations which erupted into existence following the KGB-organised Tricontinental Conference in Havana, and which were known to be operating in the Middle East by the mid-1980s, were the Abu Nidal Organisations, the Arab Organisation of 15 May, the Democratic Front for the Liberation of Palestine, Fatah, Hezbollah, the Lebanese Armed Revolutionary Faction, Organisation of the Armed Arab Struggle, Palestine Liberation Front, Popular Front for the Liberation of Palestine - general Command, Popular Struggle Front, and Sa'iga.[39]

In Western Europe, the Soviets had, by the mid-1980s, acted as midwives for the Basque Fatherland and Liberty group, the Combatant Communist Cells (Belgium), Direct Action (France and Belgium), First of October Anti-Fascist Resistance Group (Spain), Iraultza, or Basque Armed Revolutionary Workers' Organisation (Spain), Irish National Liberation Army (INLA), Popular Forces 25 April (FP-25), Provisional Irish Republican Army (PIRA), Red Army Faction (Germany), Red Brigades (Italy), Revolutionary Cells (RZ), Revolutionary Organisation 17 November (Greece), and Revolutionary Popular Struggle (Greece).

In Latin America, the list of revolutionary terrorist organisations was and is just as long, consisting in part of: Alfaro Lives, Damn It (AVC) (Ecuador), Bandera Roja (Red Flag - GBR) (Venezuela and Venezuela-Colombia border), Cinchoneros Popular Liberation Movement (MPL) (Honduras), Clara Elizabeth Ramierez Front (CERF) (El Salvador), Farabundo Marti National Liberation Front (FMLN) (El Salvador), Guatemalan National Revolutionary Unity (URNG) (Guatemala) Lorenzo Zelaya Popular Revolutionary Forces (FPR-LZ) (Honduras), 19th April Movement (M-19) (Colombia), Macheteros (Machete Wielders) (Puerto Rico), Manuel Rodriguez Patriotic Front (FPMR) (Chile), National Liberation Army (ELN) (Colombia), Popular Libertion Army (EPL) (Colombia), Revolutionary Armed Forces of Colombia (FARC), Ricardo Franco Front (RFF) (Colombia), Shining Path (Sendero Luminoso) (Peru), and Tupac Amaru Revolutionary Movement (MRTA) (Peru).

In Asia, terrorism cells were also activated, including: Chukaku-Ha (Japan), which was established as early as 1963, Japanese Red Army (Middle East, Western Europe and Asia), Anti-Imperialist International Brigades (AIIB) (worldwide), Liberation Tigers of Tamil Eelam (LTTE) (Sri Lanka), and New People's Army (NPA) (Philippines). In Africa, the most prominent terrorist group was/is the African National Congress (ANC), which formed a lethal military operations wing, Umkhonto We Sizwe (MK). Although established in 1912, in reaction to the Act of the British Parliament establishing the Union of South Africa which more or less guaranteed White dominance, the ANC evolved into the "vanguard" of the South African Communist Party (SACP), the second most important external Communist Party after the Communist Party USA.

The Cuban intelligence service (DGI) has been under the direct command of a Soviet KGB Major-General since 1968. The DGI, allocated the lead supporting role in the Soviet Government's global international terrorism offensive, despatched its representatives to every part of the developing world. Representatives to every part of the developing world. Representatives of the Cuban training establishment, originally trained of course by Soviet KGB operatives, were despatched to PLO camps in Lebanon to assist terrorists being nurtured by the Popular Front for the Liberation of Palestine. In late April 1979, an agreement was reached for the PFLP to have several hundred of its terrorists trained in Cuba, following a meeting between George Habash and Cuban officials. According to Representative Jack Kemp, in his address to the Jonathan Institute, "PLO terrorists are also being trained under KGB supervision in Hungary and Bulgaria. A vast arsenal intended for use by terrorists is being built up by the Soviet Union in Libya." After listing the massive dimensions of the Soviet global terrorism offensive 20 years ago, Mr. Kemp added this observation, which applies as much today as it did in 1979: "Nowhere is the hand of the Soviet Union directly in sight. Libya, Cuba and East European States are the only nations directly involved. The Soviet Union, the ultimate source of weapons, logistic support, intelligence collection, transportation of terrorists, and related matters, is not routinely identified, neither by Western Governments and the press, nor - incredibly - by the US State Department. In 16 pages of testimony before the US Congress, there was not one mention of the Soviet role."[40] Does this sound familiar? How often since the atrocities of 11th September 2001 have you read of the possibility of Russian involvement and culpability?

Jack Kemp concluded this section of his presentation with this: "Soviet policy has never been more deceitful than on the subject of global terrorism. While the Soviets have occasionally criticised PLO terrorist incidents, provided the weapons, intelligence and training to the PLO and splinter organisations, Soviet propaganda censures West European terrorists, but provides a safe haven for fleeing terrorists in East Berlin and Czechoslovakia."

Precisely the same Leninist dialectical duplicity is in blatant evidence today. Shortly after President George W. Bush foolishly reiterated the cliche that "The Cold War is over" - eleven years after this mantra was first invented, as though he needed to reassure himself that this really was the case, even now - referring to GRU-President Vladimir Putin as "my friend," Moscow attacked the President's conduct of the so-called "war against terrorism," as well as the corporations supplying the weaponry to fight the war. In rhetoric reminiscent of overt Soviet era propaganda, Moscow lashed out against the US "military-industrial complex" and "Washington politicians" who were working together to ensure "a long war against terrorists...in which weapons manufacturers will get billions in profits." These comments were broadcast on 16th October over the Voice of Russia World Service, Moscow's official external service.

The broadcast complained that the Americans sought a prolonged ten-year war, so that the shares in corporations making such weapons as Tomahawk missiles would soar, as their profits mounted. At the same time, the broadcast affected to be concerned about civilian casualties in Afghanistan. There was of course no mention of the profits made by Russian defence contractors during the continuing "war" in Chechnya. For two consecutive years, the United Nations has condemned the Russian Federation's barbarous conduct in Chechnya. In April 2001, the UN Commission on Human Rights approved a resolution, introduced by the European Union, citing the Russian military's use of "disproportionate and indiscriminate force, innumerable forced disappearances and arbitrary executions" - quite a feat, given that Mary Robinson, the former President of Ireland and UN Commissioner for Human Rights at the time, is on the far-left of the "politically correct" political spectrum, as your correspondent knows first-hand, having been at the receiving end of her dubious selective logic in the course of a seminar at the 2000 IMF/World Bank Meetings in Prague.

ALL TERROR GROUPS ARE COMMUNIST

Without exception, all the listed terrorist groups' known objectives are focused on the establishment of Communist regimes or the realisation of Soviet objectives. Not a single one of them is interested in any outcome other than a Communist (Marxist-Leninist) global system. For instance, Hezbollah seeks to eliminate non-Islamic influences and to force Western interests out of the Middle East; the Lebanese Armed Revolutionary Faction, armed with Czechoslovak VP-71 machine pistols and Czech-manufactured Semtex plastic explosives, sought or seeks the establishment of a Marxist-Leninist state in Lebanon; the Popular Front for the Liberation of Palestine, established in 1967 shortly after the Tricontinental Conference, was on record as seeking the establishment of a Marxist-Leninist state in Palestine; Basque Fatherland and Liberty wants to establish a Marxist Basque nation, Euzkadi, through terrorism; the now defunct Combatant Communist Cells in Belgium sought to destroy the capitalist system and NATO; Iraultza seeks the establishment of a Marxist Basque state, like ETA; the Irish National Liberation Army wants not only to throw the British out of Northern Ireland through violence, but also seeks to overthrow the elected Irish Government and form a 32-country Socialist Republic of Ireland; the Provisional Irish Republican Army seeks to establish a united Ireland under a "Socialist" (i.e., Communist) government; the Red Army Faction sought to destroy capitalism through revolution; Revolutionary Organisation (17 November) seeks Greece's exit from NATO, the removal of US forces from Greece and the destruction of imperialism and capitalism; Cinchoneros Popular Liberation Movement sought a Marxist-Leninist "solution" for Honduras; the Farabundo Marti National Liberation Front, the emblem of which contains a hammer and sickle, has sought to destroy constitutional government in El Salvador and to replace it with a leftist-oriented, pro-Soviet and pro-Cuban state; Guatemalan National Revolutionary Unity seeks the installation of a "people's government;" the M-19 terrorists of Colombia "struggle against the Colombian bourgeoisie," funding all their operations from narcotics trafficking; the Machete Wielders of Puerto Rico sought to wage a terrorist war against "US imperialism;" the Movement of the Revolutionary Left in Chile sought to establish a Marxist state; the Colombian ELN is pro-Castro, anti-American and Marxist-Leninist; the Ricardo Franco Front sought to overthrow the Colombian established order and form a "people's government;" the (defeated) Tupac Amaru Revolutionary Movement of Peru was aligned with Marxist international revolutionary movements; Chukaku-Ha of Japan is one of at least 23 Japanese "New Left" factions comprising as many as 35,000 sympathisers in the mid-1980s, and has sought abolition of the constitutional democracy and the monarchy, and removal of US forces from Japan; the Japanese Red Army supported the worldwide Marxist-Leninist revolution through terrorism; the New People's Army in the Philippines seeks to replace the government in Manila with a Communist regime; and the African National Congress, supported by the Soviet Union, Cuba and other socialist sources, sought to establish, in collaboration with the South African Communist Party, a socialist government in South Africa, with the ultimate objective of switching to outright Communism, as is currently occurring in Zimbabwe.[41]

DRUGS, ORGANISED CRIME AND TERRORISM

In a privately distributed paper, Dr. Joseph Douglass, the author of Red Cocaine,[42] has illuminated these connections by stressing Soviet strategic decisions in the 1950s:

"In 1954, Khrushchev set out to modernise the World Revolutionary Movement. Between 1954 and 1956, three (ongoing) intelligence operations were greatly expanded and elevated to the status of strategic intelligence operations, to move the Revolution forward. They were: international narcotics trafficking, international organised crime, and international terrorism.

"The mission of the narcotics trafficking offensive was to weaken the West by undermining the health of our young men and by corrupting the moral underpinning of our future leaders. Because its fundamental mission was sabotage, it was run by military intelligence (GRU).

"Organised crime was considered to be the best tool for gaining intelligence on political leaders and for influencing Western policy. Because its mission was political, it was run by civilian intelligence - the KGB.

"The function of terrorism was to induce chaos and to destabilise governments, so as to increase their vulnerability to revolution. Because this was also a sabotage operation with direct application to war, it was also to be run by the GRU.

"Over the ensuing years, these operations - all of them - became immensely successful. They were large, professionally managed operations. Intelligence tradecraft was developed to run them and to provide their support and direction. Tens of thousands of indigenous people from numerous countries were recruited and trained in various schools and training camps. Indigenous peoples were exploited so as to hide the role of the Soviets, who were intended to be the real benefactors of these continuing operations. That, too, was when the concept of specialist terrorism training camps was developed; and the same is true of special drug-trafficking training camps."

Over 25,000 trained drug-traffickers had been produced by the time of the controlled, deceptive, Leninist "collapse" of the Soviet Union in 1991.

Dr. Douglass continues:

"The boundaries that separated the different operations became blurred over time because both the KGB and GRU strategic intelligence directorates, and because the different operations were used to assist each other. Terrorists assisted drug traffickers and organised crime operations by 'liquidating' anyone who caused trouble. Terrorists were often paid for their support with drugs, which quickly brought them, too, into the drug-trafficking business. Missions also evolved over time. Terrorism was increasingly used to isolate the United States, and deception - another strategic intelligence operation the importance of which was greatly magnified in the late 1950s - was used to promote hatred of the United States worldwide."

STEEP DROP IN THE PRICE OF OPIUM

There are many thousand of Soviet-trained terrorists, and numerous terrorist organisations with a long history of Soviet support. And it is hard to identify a single terrorist organisation that is not also involved in drug trafficking, which has become an increasingly important source of financial support over the past 20 years. Therefore, it is next to impossible to wage war on terrorism without also waging war on drug trafficking. This is even clear in respect of the war unleashed in October against Bin Laden and the Taleban. As Tony Blair, the British Prime Minister, noted, 90% of heroin on British streets come from Afghanistan; and a stockpile of opium worth an estimated $20 billion was to be among the priority targets of the military strikes launched on 7th October.

That explains why the price of heroin, accumulated by poppy growers, by way of payment-in-kind of a 10% Islamic tax to the Taleban and probably also to the Northern Alliance, suddenly began to be unloaded following the atrocities of 11th September, as the holders anticipated Western strikes against the heroin hoards. As a result, the price of heroin in Afghanistan dropped sharply and the value of the local Afghani currency rose equally sharply against the US dollar.

Not only were centrally-held stocks unloaded, but heroin stocks accumulated by the growers themselves were exchanged for local currency, as Afghanis scrambled to obtain food and supplies in anticipation of Western retribution attacks.

In exchange for their sudden "support," the continuing Soviets have made two open and insistent demands, although by our press date it was also understood that intensive and detailed geopolictical negotiations were taking place between the United States, possibly Britain, and Russia, by mid-October: first, that the West should keep its nose out of Chechnya (so that the atrocities being committed there, the terrorism training camps on that territory and the preparations for global warfare taking place in the Soviet military territory of Mozdok, Ingushetia, under President Putin's direction, remain hidden); and secondly, that Russia should be allowed to join NATO. Both these demands are highly significant.

First, the West will remain largely blind to one of the primary purposes of Chechnya - namely, to provide, on "former" Soviet territory which Moscow continues to control, continuing intense military, guerrilla and terrorism training at specialised camps, in order to bring on-stream even larger numbers of terrorists whose actual task is and will be to destabilise the whole world. For these cadres are nothing less than streams of global Bolsheviks, trained to wreak havoc everywhere, while official Moscow talks "peace" with the gullible Western Governments, who believe, in their stupidity and arrogance, that they are prospectively "saving the world" by their "constructive engagement" with the Russians. The terrorist cadres' task is to carry the poison of Lenin's World Revolution everywhere, making it truly international, and irreversible, as Lenin intended.

The second demand by President Putin - that Russia should be allowed to join NATO - represents the realisation of what Sergei Rogov, head of the Institute of the USA and Canada of the Russian Academy of [Leninist] Sciences, has referred to as "the highest goal of Russian foreign policy"[43] - namely, the establishment of a collective security system stretching from Vancouver to Vladivostok. Note that Rogov - whose KGB codename (Rogov) actually means "the horned one" - cited the establishment of a system of collective security, which of course Russia would ultimately dominate, not least for geographical reasons - as the "highest" objective of Moscow's foreign policy: not the second, the fifth or the eighth, but "the highest" objective. When the West finally capitulates and invites Russia to join NATO, it will have succumbed totally to the victorious Soviet "peace" offensive.

The Clinton era, coinciding with the Yeltsin period, was carefully structured to maximise Western weakness and confusion - ready for the present onslaught.

DESTABILISATION DIRECTED BY PRIMAKOV

What underlying indications of ultimate Soviet instigation can be identified at this stage? At this juncture, it is helpful to ask two questions:

1. Who, in the continuing Soviet firmament, has the background, knowledge, expertise and motivation to exploit historical and contemporary Islamic realities?

2. What is the ultimate objective of Soviet strategy in the Middle East?

The answer to the first question is the shadowy figure, now operating "in the background," of Yevgeniy Primakov, formerly head of the "successors" of the KGB, a Prime Minister under Yeltsin, and Chairman of the Supreme Soviet under Gorbachev - a cynical Soviet intelligence officer and strategist who did not even bother to indulge in teh charade of "renouncing" Communism. As The Jerusalem Post observed in a cartoon published on 9th November 1996, Primakov is duplicity incarnate: the cartoon showed Primakov offering an olive branch to Israel with one hand, while simultaneously, with the other, supplying the later President Hafez Al-Asad with Soviet weaponry.[44]

Yevgeniy Primakov has the background, the knowledge, the understanding, the ideological motivation, the perseverance, the brains, the finance and the means generally to have worked out how to wrest the oil assets from the hands of the Americans. From his studies, and from his detailed knowledge of past Leninist penetration operations, he would certainly have become a leading expert in the nuances of Islamic culture and religious fanaticism. With the failure of the Soviet-instigated Iraqi invasion of Kuwait in 1990, the Soviets and their controlled assets have developed far more subtle "third way" means of achieving their objectives in the region.

In particular, they have exploited the Wahhabi links between the Saudi Arabian Royal Family and radical sects of Islam, notably the Wahhabi Taleban, as a means of leveraging the potential for destabilising Saudi Arabia. Given that Soviet fingerprints are to be found all over the global terrorism networks, which the Soviets established in accordance with the practice and writings of Lenin and Trotsky, we can be certain that Moscow has maximised the full potential of the Soviet Politburo's decision in 1964 to increase spending on global terrorism by 1,000% and of the Comintern's early infestation, subversion and penetration of Islam, which began right from the outset - in the 1920s.

In this task, the Soviet strategists will have been assisted immeasurably by feelings of jealousy and disgust fomenting among the new Saudi Arabian middle classes, given rumours of corruption at the highest levels of society, the relationships between the 4,000-strong "inner" Saudi Royal Family and prominent Western, especially US and British, figures and interests, and a pervasive view that the country is in the grip of corrupt, foreign and un-Islamic forces. This attitude has been promoted for years in speeches by radical Saudi clerics such as Salman bin Fahd Al-Awda and Sheikh Abdul-Rahman Al-Hawali, who was among 110 Saudi militants arrested in late September 1994.

Their views have been amplified by innumerable successors and in particular by the London-based Committee for the Defence of Legitimate Rights, established in April 1994. For years, the spokesman for this group, one of a large number of militant Islamic organisations based in Britain, was Dr. Muhammad Al-Massari, later considered to be among the most influential of all the Islamic terrorists, and linked to the organisation ostensibly fronted by Bin Laden.

Since the initial atrocities on 11th September, it has been widely reported that the United Kingdom has indeed become a haven for Arab terrorists and a training-ground for terrorist cadres. However your correspondent's newsletter Arab-Asian Affairs reported as early as March 2000 that fundamentalist Muslims were receiving firearms and explosives training in Britain, before being despatched to Mujahedeen armies and war zones such as Afghanistan and Chechnya.[45] Even earlier, on 7th November 1999, The Sunday Telegraph (London) had reported that, in 1998, dozens of "volunteers" were being drilled in the use of armaments and explosives to prepare them for operations in the military wing of the International Islamic Front, ostensibly funded by Osama Bin Laden. Arab-Asian Affairs reported that "many others who take part in courses held in secret locations across Britain, especially in the compounds of mosques and inside mosques themselves, are travelling abroad to fight for Mujahedeen armed groups also said to be funded by the Saudi Arabian terror chieftain. This activity was linked to Chechnya, where many of these 'volunteers' were said to be heading."

Like the IRA and Sinn Fein, the International Islamic Front purports to have a "political wing" - headed in Britain by Sheikh Omar Bakri Mohammed. He insists that there is no structural link between the two wings of the International Islamic Front, while affirming that "the military wing of the International Islamic Front is run by Osama Bin Laden." Volunteers from Britain are travelling to join camps run by the International Islamic Front and other organisations. Once they are there, they receive military training, or take part in jihad. "Last week," Sheikh Mohammed said, "we sent 38 people to Chechnya. Our volunteers are not terrorists. They are not targeting civilians and do not target people in Britain." It is a fact that any organisation incorporating the Leninist key-words "Front" or "Peace" usually has links with the Soviets.

THE AIM: "AN ARC OF ISLAMIC EXTREMISM"

And Chechnya is not what it seems - or as portrayed by the "mainstream" media, which has accepted non-stop Soviet disinformation about the conflict and its participants there, as genuine. Djokhar Dudayev, the first "independent" "post-" Chechen President, turned out to have been a senior Soviet Airforce General formerly based in Estonia. The various "combatants" in Chechnya have Communist pedigrees which mark them as assets of Soviet military intelligence. The "trainers" being propagated in British mosque terror schools have not been despatched to Chechnya to "fight," as claimed, but rather to receive further terrorism training - directly from the Soviets. For one of the many functions performed by the phenomenon of "Chechnya" is to provide training facilities for global terrorism cadres - whose task, under cover of "defending Islam from the Infidel," is in fact to spread the World Revolution to every corner of the globe. The Leninist strategists do not care by what name the devil invoked - Satan, Belial, or extreme Wahhabism - so long as the outcome is the fomentation of the revolutionary upheavals, chaos and consequent "change" they seek.

The answer to the second question posed earlier - What is the ultimate objective of Soviet strategy in the Middle East? - is as follows. The Soviet sub-strategy for the Middle East and the Muslim world is to foster the emergence of a revolutionary "arc of Islamic extremism," stretching from Turkey across the whole of the Middle East, to Pakistan and beyond. This is how this sub-strategy fits into the overall main strategy:

1. The political "independence" of the so-called "former" Soviet Republics is a matter of tactical convenience for continuing Bolsheviks. The Republics' false "independence" is intended to further the realisation of the following two sub-strategies:

2. The "northern" tier of "former" Soviet Republics (that is to say, the non-Muslim Republics) is intended to adhere to the eastwards-expanding international socialist European Union Collective, which Mikhail Gorbachev has openly acknowledged to be "the new European Soviet."[46] By this means, the continuing Soviet Leninists will achieve their announced objective (reiterated by Gorbachev, Andrei Kozyrev and other prominent Russian strategists over recent years) of (a Soviet-controlled) "Europe from the Atlantic to Vladivostok."

3. The "southern" tier of "former" Soviet Republics (the Muslim Republics) is intended to be incorporated into, and to spearhead, the establishment of the intended "arc of Islamic extremism," or radicalised Islamic Bloc, which (the Soviet strategy provides) will kick the United States and the West out of the region, having seized total control of the oil assets. The Islamic Bloc will "appear" to be "free-standing" and independent, but will, in practice, be substantively controlled by the continuing Leninist controllers of the World Revolution, One analyst has described the (Saudi) Wahhabis as "Islamo-fascists," although they have much in common with Bolsheviks.[47]

SOVIET EXPLOITATION OF WAHHABISM

The warped minds of Yevgeniy Primakov and his Leninist Bolshevik World Revolution planners have worked all this out meticulously. Since it has transpired that, in addition to the stealing of about 5,000 Saudi passports in recent years, a significant number of Arab, including Saudi Arabian, students undergoing training in South Wales in 1990 were subsequently murdered and their identities stolen and assumed later by some of the perpetrators of the World Trade Center atrocity and their accomplices, it can also be deduced that planning for the horrific events of 11th September and for the crisis which has now engulfed the whole world, goes back more than a decade - at least to the time when the Soviet-instigated offensive against Kuwait, directed by General Makashev, was thwarted by the West's belated resolve.

In this context, the Soviets astonished observers about three weeks after the Iraqis had invaded Kuwait - by suddenly reversing themselves, appearing to condone the American-led Western Gulf War response, and standing on the sidelines. The latest comparable Soviet about-turn was undertaken about ten days following the atrocities of 11th September 2001, in the form of an extensively publicised pyrouette by President Putin to "align" himself with the West, and to proclaim his support for the "fight against international terrorism," of which, as has been shown, the Soviets and their military intelligence apparatus have been and remain the chief instigators.

However, what the Soviets actually mean by "the fight against international terrorism" diverges from what the West assumes that they mean. The hidden Leninist Aespoian meaning here is "the destruction of American and Western capitalist hegemony:" this is quite obvious from any close reading of Russian statements and from our knowledge of their mentality and continued routine use of Lenin's Aesopian language; and this duality has enabled Moscow to appear to overtly "switch allegiance" to the West. In reality, those whom Lenin called "the interested" - that is, the covert Communist-Leninist Bolshevik global revolutionaries - know that the Soviet leadership has not "changed sides," but has rather implemented a tactical manoeuver for strategic purposes. Note, too, that Putin's siding with the West has not aroused the "radicalised" Muslims' anger: if Moscow's "alignment" with the West in its knee-jerk "war against terrorism" were genuine, Islamic protesters would be venting their anger against Russia, as well as against the United States. Of course, this is not happening.

Thus the Soviets are behaving in exactly the same way today as they did 11 years ago - this time, by not impeding access to military bases in "former" Soviet military territories bordering Pakistan and Afghanistan, by allowing Washington to collaborate openly with the brutal Communist dictator-apparatchik Uzbek President Karimov, and by falling over themselves to express unqualified abhorrence of terrorism in all its forms - notwithstanding that, as this analysis has shown, it is the Soviet intelligence community which has all along masterminded the scourge of global terrorism, and has catapulted it into all our lives as a key instrument of global insurrection, just as its GRU (Soviet Military Intelligence) has muscled in on, expanded and seized control over the global drug trade, to finance the World Revolution, international destabilisation of global terror.

Writing in the 1995 issue of the Russian Foreign Ministry's journal "International Affairs," in which continuing Soviet strategy is openly spelled out, Sergei Rogov [a.k.a. "the horned one"], head of the Institute of the USA and Canada of the Russian Academy [Leninist] Sciences, confirmed that the collectivisation of security (tantamount to the final neutralisation of Western military power) is the "highest goal" of Soviet strategy. "This stage [of history] is going to last long. What is likely to constitute the main content is the formulation of a durable partnership between Russia and Western security organisations, NATO among them. If this goal is also reached, it will become possible to create a Euroatlantic security area, or, in other words, the comprehensive collective security system which has long been discussed in our country as the highest goal of our foreign and defence policy." For "long been discussed" read "laid down by the Comintern in the 1920s." The Editor cannot over-emphasis the importance of this statement, which reveals the essence of Soviet long-range security strategy. MAJOR PING!!! This assessment is so right on target that most Americans refuse to accept it. Thanks for bringing it to Free Republic. Perhaps the most important issue Americans need to realize. While the U.S.S.R. has disappeared, those same forces that were, are still. Communism, alive and well, is still America's real threat, and are indeed the creationists of all the world's terrorists.
