Reason: they don't want to spend the money on low and slow style projects, they want the big win, high dollar stuff.

Also to install that $900 well, they have to line the pockets of corrupt government officials to the tune of several thousand dollars.

One should read through the lines. Bono is screaming for "big projects" and "debt relief" in particular because he represents international banks. Bush's plan avoids them. Note that although the headlines say he wants more money, that's not exactly the case. You will never hear him say that the millenium fund should be 20 or 30 billion. He's shilling for the banks, which I talk about here:

As this trip progresses, he's getting more and more shiller. Each sound bite his handlers are feeding him is failing.

That's the way I see it anyway.
