According to this 5/30/02 Washington Post article :

”Law enforcement sources said the officials Rowley referred to only by title in her memo to Mueller were Michael Maltbie, a supervisory special agent (SSA), and his boss, David Frasca, chief of the counterterrorism division's radical fundamentalist unit.

Maltbie, law enforcement sources said, is no longer working in counterterrorism. He was described as having received a lateral transfer in recent months to the Cleveland field office.

What the FBI describes as Maltbie’s “lateral transfer” is the “promotion” referred to Crowley’s memo.

FBI Whistle-Blower to Testify in Senate; Author of Memo on Pre-Sept. 11 Actions Will Avoid Investigation Details

Minnesota whistle-blower Coleen Rowley has been scheduled to testify in the Senate next week about her deep dissatisfaction with FBI headquarters... (snip)

Rowley is expected to appear before the Senate Judiciary Committee on Thursday, along with FBI Director Robert S. Mueller III and Inspector General Glenn A. Fine, sources said.

Congressional sources said Rowley was first approached about testifying May 24 in the form of a Congressional Witness Protection Letter, notifying her of the right to testify without fear of retaliation. Rowley has sought protection under federal whistle-blower laws.

Sen. Charles E. Grassley (R-Iowa), a frequent FBI critic, said in an interview yesterday that he thought some details should be fair game, including "what she knows about middle management at headquarters stonewalling. . . . The people who stonewalled, their heads should roll."

Law enforcement officials have identified that person as Michael Maltbie, a supervisory special agent recently transferred out of counterterrorism to the Cleveland field office.
