I keep hearing people say that there is little command and control in the Pakistani Millitary, but where are people getting that information?

I think it's just become one of those "known things." Various news organizations have talked about it since Bush started courting Musharraf for help with the Afghan attacks way back when.

This is a country that by its own admission does not control a lot of its own territory and cannot control "militants" using its soil as a base. It is logical to believe that they do not have C&C procedures in place as effective as, say the US or the UK.
