At the danger of establishing more layers of a federal bloat, this may be a point where the CIA nad FBI need to combined as one agency with seperate divisions, federal and international, but overseen by one command structure. Somewhere along the line, the power of each agency overshadowed the National authority that oversees each, allowing each to operate as its own autonomy.

I would expect that with a FReeper screen name such as you have, you should be able to tell us how the Roman Legions would have reformed and rebuilt one of their units that had discraced and dishonoured itself, with actions both cowardly and criminal, if not outright disloyal and treasonous. Decimation , I believe they called it....
