Why in the world he [Sen. Shelby] doesn't state the obvious, I don't know. He's saying the FBI had the Phoenix and Minneapolis memos in their Washington office in August, and should have acted on the combined information. Why in the world he doesn't remind viewers that in August, the FBI was a headless octopus,incapable of concerted action, I don't know.

On numerous occasions, I've asked myself precisely this question.
