The Bush administration is developing a new strategic doctrine that moves away from the Cold War pillars of containment and deterrence toward a policy that supports preemptive attacks against terrorists and hostile states with chemical, biological or nuclear weapons.
The new doctrine will be laid out by President Bush's National Security Council as part of the administration's first "National Security Strategy" being drafted for release by early this fall, senior officials said.

Seriously. Canada has laws, restricting "free speech" to a greater degree than the US does.
I ask you: Would it be too much, for the US to request that Canada apply those laws, against incitement, by mullahs in mosques? Would it be too much to ask, that Canada arrest specifically named terror suspects?
You will notice the terrorists have not struck "Londonistan" for it is a safe refuge for them. Planning Central.
Canada's loose immigration policies makes it a good, potential planning, staging place. In the spirit of good neighbors, it would be a good idea, to be "pre-emptive" with such matters.
