The real shortcoming of the new policy is that it has no teeth. MAYBE Keating will have the nerve to call a spade a spade and shame those bishops who have failed to complay with earlier policies and who probably will try to avoid implementing the new one. The problem of the bishops is not a lack of policy but a lack of will or, in the case of some, a lack of faith. Sin ub a priest/bishop I can accept; infidelity and disobedience I cannot.
