I would be very surprised indeed to learn that the Mexican president (Fox) said any such thing. Please tell us where and when Fox ever said that the U.S. should hand over territory. I would think it would have been front page news and would have been all over Free Republic if he had ever said such a ridiculous thing.
Even in the remote chance that he did say such a thing, it would mean nothing. Mexico doesn't have the ability to take a taco stand from us.
