That restraint will get a lot of Americans killed. And once we lose a city or two, 95% of that 65% will be wondering why we didn't nuke first.

That would have been a good start. At any rate, we would have gotten the attention of the remainder - and the message would be: "Attack our civilization, and yours is forfeit."
