What Islamic state ever favored elections?

I believe that Turkey does. But that would make them the ONLY one.

Jordan also has elections, and as far as I know they have been pretty clean. While the King is the unelected head of state, and the upper house of Parliament is appointed by the King, the lower house is democratically elected, and it must consent to the passage of any law, tax increase, and the like.

For primitive societies such as those of the Arabs, I think the Jordanian model is probably the best. I hope the Palestinians cab adopt something like it, though I'm not sure if a suitable King for them is to be found.
