An environmentalist would evaluate the problem, do whatever it took to contain this monster fire, and have some input in the development issues which follow.
There just don't seem to be any take charge, make quick decision people out there. Personally, I think it's because everybody makes group decisions and can't really accomplish much on their own. The idiot responsible for not using construction equipment and personnel should be charged, just like that gal who burned the letter.
