I thought Mike Dukakis was president of Amtrak, which would explain alot.

He's not, it's some guy named Robert Smith. Dukakis is on the board, though. UAL has asked for 12 Billion dollar loan, USAir has asked for 25 Billion bail-out. Amtrak is just a drop in the bucket.
