I was attacked by my neighbor, hit over the head. She was black and I had a concussion and was bleeding. This was a few years ago. The San Francisco Police Dept. did not arrest her.

Why?

Because I did not say I wanted her arrested on a "citizens arrest".

I have no faith whatsoever in the SFPD.
