The US, by contrast, has managed to reduce its crime rates, despite its reputation for street robberies and shootings. Experts say this is the result of a committed policy of ploughing resources into training prisoners, finding them jobs after release and then monitoring them to ensure they do not reoffend.

I noticed that too. That's a lie, probably perpetrated to help support a government program agenda, no doubt ones these "experts" will profit by.

Where's the lie? I'm sure it's true that experts say that reduced crime rates result from a committed policy of plowing resources into hiring experts.

I live in NYC--I think our crime rate has gone down because arrests have been stepped up, parole restricted, 3 strikes policy, etc. Guiliani also instituted a quality of life program whereby graffiti, noise complaints, turnstile jumping were all treated seriously under the premise that people who commit low level crimes also commit serious crimes--turns out that alot of turnstile jumpers and other small time lawbreakers had outstanding warrants on other crimes.
