Secretary of Defense Donald Rumsfeld holds up a binder holding the 700-page Start 1 Treaty signed in 1991 by the first President Bush and Soviet President Mikhail Gorbachev as he testified before the Senate Foreign Relations Committee Wednesday, July 17, 2002 at the Capitol in Washington. The treaty took nine years to negotiate. Rumsfeld's hand is in a cast after a recent operation. He later held up and compared the treaty to the Moscow Treaty signed by Russian President Vladimir Putin and the current President Bush.
