China recently test-fired a medium-range missile that contained numerous dummy warheads designed to defeat missile defenses, according to U.S. intelligence officials.
The launch of a CSS-5 medium-range missile occurred in early July from a missile base in southern China, said officials familiar with the intelligence report.

and doing some [year of whatever]/honor the elders/we are global giants ..come bow before us thingy,the CSS-4 -5 phallic demonstration.
Then most likely the U.S. has parked something in Space that has got them seriously agitiated.
They must just tantraum each time the shuttle goes up....

Washington, who?
Fortunately the front of writers, advisors, and troops surrounding Rumsfeld are getting heard. But Powell and others fight against the hawks with the continuing "engagement" of China.
People to watch are Richard Fisher and the Jamestown Foundation mentioned above, Frank Gaffney and the Center for Security Policy, and Al Santoli of the Amer. Foreign Policy Council all in Washington and who have apparent pull with the administration.
