I disagree that this is bad timing. July is not bad at all. If this was September, I'd be more concerned. But things like this usually turn, and the public memory---even though the GOP is in no way to blame---is short. By October, there will be other issues, just as likely some in the GOP's favor.

The official capture of bin Laden would turn the tide bigtime. He's probably sitting in a cell with a hood over his head now, and will be trotted out by Rove at precisely the right minute to win the elections for all GOP candidates. Our strategists should be so wily.
