If you are on public land you have only the rights enumerated in the Bill of Rights

Amendment IX: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."

If you have a right to property that means you can deny the use of it to any and all. You can't do that on public land, becausae you have no ownership. No ownership - no rights.
