Well then they will just have to build it without taxpayer money. Let it come out of their retirement fund(s).
Catch-22? You bet. They are required to build it!!! Small businesses are given mandates all the time, and no one gives a tinkers damn if we can afford it or not (passing the cost onto the consumer is not always possible).
Treat the damn government like the big business that they are, the same way they treat us!!!
