How does this create warrantless searches?
A law enforcement officer cannot enter a private home or private property without a warrant or at least some kind of probable cause. Service personnel can, and encouraging them to report suspicious activity to authorities while on private property amounts to a de facto warrantless search. Now, someone said yesterday that the DOJ altered the TIPS program to only request reporting of activity on public property - but I wonder if they would reject a tip sent about something seen on private property, or regarding suspicious activity other than potential terrorism. Remember that with government, what often starts with something "reasonable" is often allowed to creep over time into something unacceptable - ranging from Social Security number abuse to the shift in seat belt enforcement from supplemental to primary.
