I scanned thru material at the link and found nothing said about Carter stopping the reprocessing of nuclear fuel.
I did find this note in the CHRONOLOGY :
October 8, 1981; The Reagan Administration announces a nuclear energy policy that anticipates the establishment of a facility for the storage of high-level radioactive waste and lifts the ban on commercial reprocessing of nuclear fuel.
It was a Carter EO in 1977. I looked for a source reference on that and found plenty of references to it but not a copy of the EO. I scanned that article and it simply looked useful. Yes, the problem is that old. Carter's EO killed the Washington State Public Power Supply system begun by Dixie Lee Ray.
