Clinton had 8 years to do something about the worldwide AIDS problem, it was one of his campaign promises. During his two terms, AIDS spread throughout the US and the entire world. He's still looking for some kind of legacy, the economy, Middle East peace, and peace in Ireland legacies all fell apart on him.
