I don't think it's likely that his expulsion will be reversed no matter what the White House determines. The decision probably won't be made before the Nov. elections anyway.
The more interesting question is, will he be reelected? From what I understand, he can't be expelled from Congress for the same crime(s) a second time.
Can you serve in Congress from a jail cell?
