11) Each flagrant abuse of power is individually investigated and excused after the fact, rather than being prevented by the constraints of a recognized Constitution.
Perhaps someone can spiff up the wording, but there seems to be no justice or recourse for the agrieved victims of these illegal raids, even when innocent citizens die in the process.
