So 5 cents a bullet would increase the cost of a brick of 22's (500 rounds) by $25.00. Jeez, when are they going to stop this crap.

Gun stores could form Shooter's Clubs. The cost to join the club would be $20.00 (pick your price) per month. One of the benefits of the club could be 3 free boxes per year of cartridges in the member's favorite calibre. Result: No "bullets" sold - no tax collected.
