Tale Of Two White Houses [BUSH-KNEW!]

(CBS) The Bush administration said Sunday it moved as swiftly as possible to develop a plan on how to eliminate al Qaeda - a process that took eight months and wasn't complete until one week before the Sept. 11 attacks.

The Clinton administration had handed off to the incoming Bush team detailed assessments of the threat, and offered ideas on how to counter al Qaeda.

But Bush administration officials took issue Sunday with a report in the Aug. 12 issue of Time magazine that said the current administration's review of its predecessor's briefings became bogged down in bureaucracy.

The current White House denies receiving any firm plans for dealing with al Qaeda.

"The Clinton administration did not present an aggressive new plan to topple al Qaeda during the transition," said White House spokesman Sean McCormack. "We were briefed on the al Qaeda threat and what the Clinton administration was doing about it. These efforts against al Qaeda were continued in the Bush administration."

According to Time, Clinton's anti-terror czar, Richard Clarke, offered detailed proposals: arresting al Qaeda personnel, choking off the group's financing, aiding nations fighting the organization and beefing up covert action in Afghanistan to deny al Qaeda sanctuary.

Clarke, who stayed on in the Bush administration, also called for a substantial increase in support for the Northern Alliance in Afghanistan and for planning of air strikes on Afghan terror camps.

But a senior Bush administration official said Sunday the Clinton White House offered the incoming Bush team only ideas on how to "roll back" the threat over a three- to five-year period.

Soon after it began studying the issue, the Bush administration decided a "rollback" was inadequate, and began planning for eliminating al Qaeda altogether, said the official, speaking on condition of anonymity.

Clinton's national security adviser, Sandy Berger, attended a meeting during the transition at which the Clinton and Bush teams discussed counterterrorism issues.

Berger did not return calls to his office on Sunday.

In the first few days of the Bush White House, national security adviser Condoleezza Rice asked for proposals for major presidential policy review and, based on a response from Clarke, ordered a review of policy toward al Qaeda, the senior official said.

Top Bush administration officials approved what McCormack called the "comprehensive strategy to eliminate al Qaeda" exactly one week before the Sept. 11 attacks.

Time Magazine also reports that while concern was mounting by last summer that a major terrorist attack against U.S. interests was imminent, no decision was made to send a Predator drone - the best possible source of intelligence on the terror camps run by Osama bin Laden - to fly over Afghanistan.

"The Predator sat idle from October 2000 until after September 11," Time reported.

"The Predator was not flown because we were in the final stages of developing new capabilities for it," said a senior Bush administration official, commenting anonymously. The official declined to describe the new capabilities, which could have included arming the drone.

Questions about the Bush administration's planning against al-Qaeda come on top of disclosures that American intelligence officials intercepted communications in Arabic that made vague references to an impending attack on the United States. They contained the phrases, "Tomorrow is zero hour" and "The match is about to begin."

The intercepts weren't translated until Sept. 12. Their relevance is uncertain.

This is exactly what the Clintonistas are trying to spin. However, this means that Clinton knew - and did nothing, knowing that he could dump the problem (sans solution) on Bush come Jan. 20, 2001 - which he did. I repeat: Clinton knew - and did nothing. You wanted a legacy, Bubba, there it is.

Possible the Clinton administration could have had done a better job in the hand off to the Bush administration if they didn't block the normal transistion team until after the recounts ?

Unfortunately the BJ administration was too busy with the critical job of getting Elian back to Castro and jacking into a sink so there was no time left for Al Quaeda! Perhaps Chelsea had a plan worked into her Middle East peace plan??? Only an idiot like a Time mag would believe these horse hockey pucks! Smells like a Pewlitzer??

Freepers isn't it time to gather outside of our local news stations with posters and bull horns, furious over their lame attempts to blame Bush for Clinton's nightmare?

This Socialist media needs to be brought down, and no one will do it if we don't. I'm so sick of this sitting around and just complaining about and acknowledging this mess and yet doing nothing about it.

We need to be much more activist in my opinion, I miss the street corner rally's of 2000. I want to get nose to nose with this scum and tell them to BEAT IT.

A new administration that comes into power under a cloud of alleged electoral fraud ...

Led by a President who is accused of being weak-minded and an international neophyte ...

Being handed a military plan designed to eliminate a threat that was created under the previous administration, which was of the opposing party

Sound familiar. No the year isn't 2001 ... it's 1961. The target wasn't bin Laden, it was Castro and the place wasn't Afghanistan, it was the Bay of Pigs.

Funny how the Dems and Libs ALWAYS try to blame Ike for Kennedy failing to properly review and consider the BoP plan before giving the "execute" order. But now that the shoe is on the other foot, it's "National security was at stake, Bush should have charged in where angels feared to tred!"

Sorry if someone else mentions this, as I am just reading this disgusting piece.

The press, as usual, receive the clintonian talking points and into print it goes with nary a thought to research or context.

My God! Does the media not remember the election disaster and President Bush being denied a normal transition???

Can you imagine for a moment that President Bush took office and immediately began a campaign to eliminate Al Qaeda? I'll bet that the previous "administration" would have slyly undermined his efforts saying if Bush's actions were necessary they would have done under x42.

As it is, President Bush did take the threat seriously----very seriously indeed. The record is clear and the handmaidens of clinton in the press will not succeed in changing the facts no matter how they spin.

Like, we'd have heard about it on 9/12?

This is a concerted effort to rebuild Clinton's plummeting ratings; hell, more Americans blame him for the corporate scandals than Bush.

Perhaps Enron, but I think not. This is so much more serious than a "business scandal" which is just too complicated to explain to the public. Or so we have heard. Perhaps they left a plan being such intelligent and insightful people. Here is my idea for a cartoon on the subject:

Panel one shows a nicely suited and tied Sandy Berger stating of course we left them a plan to deal with Al Qaeda. Panel two shows a Whitehouse janitor cleaning up the West Wing on innauguration day, and among the graffiti, pizza boxes and cut phone lines is a dirty napkin crumpled with the words on it, "probably should get Al Qaeda."

Caption should be. Clinton administration leaves detailed plan to attack al Qaeda.

We need to counter the attacks by the LIBERAL press on this President. I'm banking that Americans as a whole, are a hell of a lot smarter than the press and LIBS would have us all think.

I agree with all of what you said in your post #51.

But one point is rarely talked about, yet of the utmost importance.

We both stated on the day of transition, that Clinton was the first president EVER that we had seen try to HOG the day on innaguration day. The reason we don't see that type of behavior is for NATIONAL SECURITY REASONS. You do NOT want to diminish the INCOMING President. You want a SMOOTH transition of power. It sends the wrong messages to our enemies,.and has a ripple effect.

What we witnessed by Gore during the election (how many times to you need to lose? He was as incapable of putting our form of governing and our nation above his OWN ego! It was sickening.. and he truly is the epitomy of a sore loser).. Then we had the day that power was to transfer. IF you never knew America, and you did not know who won the election, you wouldn't have been able to tell from watching tv who the INCOMING President was.

I've NEVER seen so much of an outgoing President in my life. Usually, they get on the helicopter..and that is that. It is over.. the day is the new Presidents. A SMOOTH TRANSITION TAKES PLACE.

But not with that traitor!!

I've never been so disgusted in my life. Both of us will never forget that day,..and we have friends who heard us cry that we were going to pay economically, and with our security for having had Clinton as President..and even more so after such a long tenure!!

SADLY.. now our friends know. It is one of those times, I wish to God we could NOT say we told ya so. But we truly had been telling people that Clinton was dangerous to all of us since 1993. We actually tried to warn people about him before the 1992 election based on what we could garner from his campaigns and elections in Arkansas. So many lies.. but no one listened.

Anyway.. I'll be dead before I'll sit back and passively allow this kind of LYING and treasonous behavior to go unchecked. We should be rounding up a TON of the Clinton admin and putting them on Trial for treason!! I wonder how many Agents died because that admin leaked information on purpose to appease the press?? How many soldiers??

Sickening!

The ADULTS have returned..and we thank GOD for that in this house!! For all our country, and especially for our military and agents in the field!!
