Reading somewhat between the lines, it looks to me like the Bush administration came into office, learned that al Qaeda was a danger that had to be dealt with, and proceeded to bust its balls to come up with a plan to deal with it.

Sounds like the Bushies were on the right track. The hammer just fell before they were ready. Can't really fault them for that. Asymetrical War is Hell.
