Probably Haiti's only salvation would be tourism. But you would have to lay a lot of infrastructure and quell the people. Not an easy task....a number have tried and failed.
Haiti's only function on the planet is to make the Dominican Republic (50% of whose population lives in NYC) look more like a real country.
OBTW Estimates of those Haitians who are HIV+ range upwards of 25%.
