Apathetics to damned lazy to make it down the street or around the block. Yah, those are the type of people we want casting votes.

I wholeheartedly endorse this permanent-absentee idea. The typical CA ballot is pages and pages long, typically containing close to a dozen Propositions in both short and full-text form, with Pro and Con arguments and rebuttals to each. It takes me more than one evening to go through the stuff, and that's after hearing about them on the TV &c. When I've done my homework, I'd rather be able to finish the job at my leisure as well.
