Controlling standing water is a big part of the solution. We are on the coast, and surrounded by salt marshes... some would call them swamps, although that is not strickly true- they are more like seas of marsh grass, with lots of low areas which trap rainwater and breed bugs.

Now they're called wetlands, even those ponds of stagnant stormwater runoff you see with cypresses sticking out of them by the side of the road. And if you try to drain them, you'll be arrested.
