This entire article is screaming that it's just another ploy of the environmental activists attempt to take control of all of our land.

We are supposed to believe that a virus just materializes out of bad air?

People living near swamps, puddles, lakes and lagoons used to contact a disease they called "malaria," which meant bad air.

Malaria was caused by mosquitos, not bad air. Yet there are still those who think bad air is the cause of a mosquito caused disease. Today they call scientists and environmentalists. This might explain why so much environmental science is so far off the mark -- it's politically correct junk science rising out of the swamp like a green, stinking and ancient hulk. After the junk science, politically correct forest fires of the far west we might be in need of pitch forks and firebrands to tame the green hulk. And that goes for their damned ozone, dead birds, and living mosquitos as well.
