It's easy to incite people to violence. One charismatic powerful person pretending to care can rally a community with hate and envy. Communists used this tactic in Africa in the early 60s, Democrats used it in Watts, LA, Cincinnati, Seattle....if it's an election year, visible communities, those most likely to receive widespread national coverage...violence will be incited.

When the agitator/pimp/thug/bullies who "lead" these communities into destruction get their fellow tyrants elected, the streets will once again seem peaceful as attacks go unreported and the books are cooked for PR.
