Because some departments are run by cowboys who believe they are in an 'us vs. them' situation rather than being part of the community.

If it were up to me, and thankfully it's not, I would require cops to live in the precints they patrol.

It's not just putting on a flack jacket and helmet and tooting an m-16 that makes you a soldier. It's a matter of training. Cops are trained to arrest people soldiers are trained to kill people. As to why they dress this way it's because in many parts of our cities it is very much like a war zone.
