I suspect that part of the problem is that a lot of people in NM actually came from somewhere else, California most of all. I went to school with a woman who was the aide to the Secretary of State; total leftie; born and raised in Calif. The "natives" have been overwhelmed by interlopers.

I saw a wonderful bumper sticker in Santa Fe: "We're ALL on the reservation now." LOL! How true!

I suppose that could be true in the 'nicer, more scenic" areas of the state.
Albuquerque, Santa Fe, Taos, et al, but who would move to the southern end of the state from any of these idyllic places?
Everything in southern NM will either, bite, scratch or stick ya.
Oh and then there is the lovely weather, hotter than hell in the summer, colder than hell in the winter.
Maybe they would come to see the terrific dust storms, harsh enough to sand blast the paint from your vehicle.
Or it could the lovely smell of petrol in the air.
Or it could be for the world's largest oak forest. Shinnery oak that is, grows as high as your shin.
But when the mesquites bud out. you know for sure winter is over. ;^)

The sunsets and sunrises are something to behold though, only Utah can even come close.
