Council panel takes aim at citywide ammunition ban

A Los Angeles City Council panel endorsed a ban Monday on the sale of high-performance ammunition in the city, and asked for additional study on a proposed ban of all ammo sales.
The action by the Public Safety Committee sends the partial ban to the full council for consideration. The proposal takes aim at high-caliber bullets or those made from materials that allow them to pierce hard barriers such as houses and body armor.
The City Council adopted the ordinance in concept in April 2001, the same time it considered -- and rejected -- a ban on all ammo sales.
The proposed ban brought out several groups and activists, including Culver City-based Women Against Gun Violence and activists Theo Milonopoulos and Niko Milonopoulos, 15-year-old twins.
"On behalf of the children of this city, we beg you, our city leaders, to help save us from being shot," said Theo Milonopoulos.
If Los Angeles does adopt a total ban on ammunition sales, it would be the first city in the state to do so.
Deputy City Attorney James Axtell told the committee that the courts have ruled that residents and business owners have a right to have firearms on their private property and a ban on all ammo sales might be interpreted as impeding that right.
Councilman Nick Pacheco, the committee member who requested the total ban ordinance, urged committee members to adopt the ban anyway.
"I don't have a problem going to court to find the edge on this issue," Pacheco said. "It's the least we can do for our residents, our communities."
Jim Hoag, owner of Hoag's Gun Works, a Canoga Park business that has been repairing firearms for 27 years, called the proposals for the partial and full bans "ridiculous."
People could still buy ammunition in neighboring cities like San Fernando and Glendale and in Ventura County, he said.
"The only thing they're doing is harassing honest businesses in the city," Hoag said. "They're not getting rid of gangs. The murder rate is going up and it's not because of ammunition."

Do not think that for one minute.
They know exactly what they are doing, and understand fully well the manifestation of their actions.
Today, it is just the "hi performance" ammunition (I guess I should throw away all my low performance stuff and buy that hi performance ammunition!!)
Once that passes, and the crime rate is not effected, then, the reason of course will be because they left a few types of ammunition out, and they will start legislation on which ever type of ammunition was involved in the last holdup etc.
