Another explaination: Due to the continuously rising wealth and quality of life of the Iraqi people, the government had to dramatically increase the production of meat.

I am curious--what would happen if we bombed the "meat factory?" Would little cuts of beef be dispersed into the nearby countryside? It would be a good way to prove that perhaps there is more than hamburger being processed there.

The rhetoric is baiting Sadaam into action (which, I think, is the purpose). Sadaam doesn't want to go without getting his shots in, which means he may be baited into solving the little PR roadblock set up by the leftists. We're just waiting for him to take one aggressive action...
