No, it's a sign of Bob Barr being foolish. He moved out of his district to run against another Congressman.

I believe I read somewhere that both Barr and Linder had their districts comingled and redrawn by the democrat state legislature, so they had to run against each other if they both wanted the position, or one would have to step aside. This way, they get a conservative either way, and the denizens of the district get what they (mostly) want.

Not quite. They were mingled but the majority of them remained intact. Barr was slightly weakened but stil a strong candidate. He however had to move from his new district to Linder's new district.
